Why I went this route:

This is my pve toon. Realistically speaking, if you are imperial with red diamond and with critical leech (CP passive), you get 100% uptime on minor toughness on yourself as long as you are hitting something, so you have like 19.5k health in combat.

I realize Ravager's got nerfed to hell, but with this particular setup (assuming no maelstrom weapons), you run 2 heavy and 19k+ health with the regen food which makes you way more tankier than other stam dps and then gives you ridiculous regen with the jelly fish up.

I don't use the try hard rotation during a raid (i.e. bar swapping every 2 GCD's to cast SA) as it's not really realistic bar swapping that much, but if you do, that does add a couple of k more of dps. Raid buffed, I've gotten my weapon damage to 7600, self-buffed it's like 5.1k.

With no malestrom weapons, and having 4 out of 7 pieces in divines, I was able to parse 34-36k solo on the dummy with no bear and in a raid setup with resolving vigor instead of bird of prey on the backbar so, it does pretty well. Just need to gold out weapons, and change jewellery to 1x bloodthirsty, and 2x infused to consistently get there.

For aoe cleaving, I switch the bird for steel tornado, lose a little single target damage, but you rip though trash mobs really easy and in execute range, steel tornado does some decent damage.

With vMA weapons, there's plently of guides around, but if you struggle getting a bow to drop or don't want to do that place, this build works just fine without malestrom and gives a lot of wiggle room as far as survival.

If you really want to help the raid as the only warden, switch resolving vigor for blood altar to give anybody attacking anything in the radius minor toughness as well (for 20s). You don't have to cast your magicka pool anymore with the bird of prey change so this can be a good magicka dump and a good raid wide utility as well.

I've Have been admiring wardens for a while and finally decided to launch one. I have never played a dps character(usually healer or hybrid healer with a lot of dps on the side) and find the skill sets for this character very artful and interesting in their possibilities! My warden is all leveled up now and experimenting with what a stam/dps warden can do.
Sharing your build gives me lots to think about and will be using your notes to tune my toon!

Updated, no vMA for this particular setup. There's so many guides using vMA stuff, so this isn't really for you anyways.
